Procurement process for air traffic services suspended

Unclear conditions have resulted in a delay in the procurement process for air traffic services. The main reason for this is that the level of competitiveness in the tender process has changed and is to some extent unclear. Swedavia is therefore now choosing to suspend the procurement process until all external procurement conditions have been clarified. Instead, Swedavia has opted to focus on contributing towards solutions to outstanding issues.

Last year, the Swedish parliament agreed to subject air traffic services in Sweden to competition. As a result, Swedavia became one of the very first airport companies in Europe to begin procurement for these services. During the autumn, key conditions, largely concerning the degree of competiveness in the tender process, changed. In addition, questions remain that may further change these conditions later in the process. Swedavia is therefore choosing to suspend the procurement process until the process can be completed in a clear and fair manner.

“Tenderers need to be aware of all conditions in advance, and we must complete the procurement within an acceptable timeframe. We will carry out the procurement as soon as we have clarity on some outstanding issues, and we hope to have the same positive response going forward,” says Peder Grunditz, who is responsible for procurement of air traffic services at Swedavia.

Swedavia is required by law to conduct the procurement and is now intensifying its efforts together with the government authority involved to address outstanding issues. However, it is not possible to predict at this time when a new procurement process can begin. All parties that have expressed an interest in taking part in the procurement have been informed of the decision and the reasons for it.
