Australia Debuts BetStop, a National Self-exclusion Register

SYDNEY – On the 21st of August, the Australian government has proudly launched BetStop, the nation's new self-exclusion platform for gamblers. This system allows players to voluntarily exclude themselves from gambling activities for periods ranging from a minimum of three months to an indefinite, lifetime duration.

BetStop's scope encompasses all of Australia's licensed interactive wagering providers, covering both online and telephonic operators. With this initiative in place, operators are mandated to deny betting opportunities and the opening of new accounts to those who've opted for self-exclusion. It also prohibits the sending of promotional materials to individuals enlisted on the register.

Further, operators will be obligated to advertise BetStop on all platforms, from websites and applications to other customer-focused marketing channels. No betting not on betstop will be allowed.

This introduction marks the culmination of the National Consumer Protection Framework for Online Wagering. It stands as the tenth and final measure under the said framework, with the other two notable measures – uniform gambling messaging and training for wagering staff – having been executed in March.

Michelle Rowland MP, the Minister for Communications, conveyed, “The Albanese government is unwavering in its dedication to curtailing gambling-related harms that afflict vulnerable Australians. I'm heartened to announce the official launch of the national self-exclusion register. BetStop is poised to become a pivotal tool, offering indispensable support for those grappling with the challenges of gambling, empowering them to take decisive control."

ACMA (Australian Communications and Media Authority) is tasked with overseeing BetStop's regulation, with IXUP Limited powering the platform's functionality. As part of this initiative, ACMA is poised to launch a nationwide awareness campaign spotlighting the register.

In a move to bolster protection for players, including the young or freshly registered who’ve opted for self-exclusion via BetStop, the government is set to replace the previous 72-hour identity verification mandate with a new compulsory customer pre-verification process. This anticipates implementation by September's close.

Australia's comprehensive strategies to counter problem gambling also encompass a forthcoming ban on credit card usage for online gambling and a tightening of regulations pertaining to video game features like 'loot boxes'.

Another prominent measure includes mandatory monthly activity statements to provide players clear visibility into their betting outcomes.

Amanda Rishworth MP, Minister for Social Services, stated, “With BetStop's integration, the entire set of measures under the National Consumer Protection Framework have come to fruition – all within a little over a year. It's a massive stride towards reducing the perils of online gambling, with the potential to bring transformative changes to many lives. We remain cognizant that this journey requires sustained efforts, and I’m eager to join hands with my counterparts across states and territories to maintain this momentum and usher in continued positive transformation."
