CISU is looking for an Assessment Consultant for the Danish Emergency Relief Fund

From June 2022 CISU needs an additional Assessment Consultant who will be part of the team forming the granting system of the Danish Emergency Relief Fund (DERF).

Background: The DERF is a pool of funds administered by CISU in partnership with Save the Children Denmark. The DERF provides humanitarian financing to Danish civil society organisations, enabling these to provide emergency relief through local partnerships where a humanitarian crisis occurs. The aim of the fund is to contribute to saving lives and reduce further suffering of people affected by humanitarian crisis.

The fund management includes a granting system that assesses and approves applications for funding. The granting system is external to the DERF and consists of

  • independent Assessment Consultants (a group of 3 to 4 people), who assess applications based on criteria described in the guidelines of the DERF and
  • an external Grant Committee that will take the decision on approval or rejection of the application. The Grant Committee consists of 4 members, who represent Danish organisations or institutions with humanitarian experience but who cannot apply funding from the DERF.

Tasks: The Assessment Consultants shall make recommendations concerning the eligibility for DERF funding of submitted applications. The recommendations must be in accordance with the current DERF Funding Guidelines, the Danish Ministry of Foreign Affairs’ strategies, and the Core Humanitarian Standards on Quality and Accountability.

Specific tasks include:

  • Assessment of incoming applications and recommendations e.g., assessment of the eligibility of the applicant for the DERF funding, recommendation on the funding ceiling and assessment of the application. Assessments and recommendations will be submitted to the Grant Committee, who will make the final decision based on the applications considering your recommendations.
  • Applications will be received by the DERF team. The applications for rapid response (RR) are based on calls for applications and are to be assessed on a first-come first-served basis and within a specified restricted timeline. Applications to anticipatory action in relation to climate change (AA) will be assessed continuously, not dependent on the call system.
  • In addition to the actual assessment work, other tasks include meetings such as introduction and calibration meetings. These will contribute to professional discussions to secure that the DERF assessment practice is in accordance with the DERF Funding Guidelines and the continuous development of these.

Scope of the assignment: In average, it is expected that the assessment consultant spends approximately 20 to 30 hours per month on the DERF work. The workload may differ from month to month, depending on when and how many call for applications the DERF is opening, which again depend on the crises that occur. This means that there is a need for flexibility of the Assessment Consultants to be available with short notice throughout the year.

Assessment work is done independently, and documents are shared electronically from one person to the next. Only during calibration meetings, the entire granting team is joined.

Qualifications:

  • A minimum of 10 years of work experience with international development is required for this position.
  • Extensive knowledge and experience with work in humanitarian contexts is required, preferable within more than one of the humanitarian sectors.
  • Insight to the Danish Civil Society context and with work at volunteer-driven small and medium sizes organisations in Denmark is needed.
  • Experience with assessment and granting processes will be of advantage.
  • Ability to work independently is important, as is the ability to work in a team of people with different technical competences.

Fees: The Assessment Consultant is paid per actual hours spent on the work and at an hourly rate of 560 DKK + 12,5 % in holiday allowances.

Recruitment: Shortlisted candidate will be invited to an interview. After the interviews the DERF management team will recommend the preferred candidate to the DERF Steering Committee, which formally appoints the Assessment Consultant. The consultant will be employed with reference to the DERF Fund Manager.
